Empire Total War Borderless Window

On my PC, recent updates to Ubuntu / Steam Client / Games, after a period of about 4 weeks not using them have left the Steam Client flickering, as well as games ported by Feral Interactive that used to work perfectly ( Empire total war, for example ).
Perhaps I wasn't clear enough in my original post. I was already running this game in compatibility mode for XP SP3. This game only runs on 32 bit machines, and I converted to a 64 bit OS sometime around Win 7. The only way to run this game on a 64 bit OS is to run in XP SP3 compatibility mode.
However, I guess I should have reported that I tried the troubleshooter and it failed. It says 'Test the Program'. I push that button and the security pop up window appears and says 'Do you want this unknown app to make changes on your computer' (exactly the same pop up window as when I try to start it normally.). After clicking 'yes' the pop up window disappears - and nothing happens. Game doesn't start. There doesn't seem to be any kind of log file to let me know what really happened, but it appears that there is no attempt to actually start the exe file. In other words, there is no indication (not in task manager either) that the exe has been started and then fails/crashes, it appears that the exe is never started in the first place.
Any other suggestions?
